Most Americans don’t have coverage and can't afford to pay out of pocket for long-term care (LTC)—which includes home care and nursing care.
We can do better.
Our existing LTC system exploits our care workforce and deepens existing inequalities. The system forces people with disabilities and older adults to spend their life savings to get the help they need.
Still, Medicaid budgets are growing as demand for care increases, burdening state revenues and creating tough decisions around increasing care hours and wages to address workforce shortages.

Expand long-term care access
Ensuring care is affordable to all Americans addresses existing issues, from the costs to families to the unfair treatment of workers.
This includes shoring up Medicaid––a vital safety net––and exploring new funding options like social insurance, where individuals contribute taxes toward a government-run program and then access benefits as-needed.
Develop worker cooperatives
Co-ops enable workers to own their own businesses, access better wages and training, and have a greater sense of ownership over their work.
Unlike other business models, they allow those engaging in direct care work to realize earnings when the business is profitable.
